A Devex article argues local versus international is the wrong frame, hybrid institutions with both grassroots legitimacy and professional depth are what actually deliver. I agree that the framework and understanding of localization conversation need to move forward (although it has been a hot topic since what, 10 years?). The Sudan example and argument are worth reading.
