The Friday Humanitarian Scan #21

The week’s biggest alarm: Ebola is back, and this time there’s no vaccine. A new outbreak of the rare Bundibugyo strain in DRC’s #Ituri province has been declared a World Health Organization international emergency. 246 suspected cases. 80+ dead. Médecins Sans Frontières (MSF) is deploying. Gavi and CEPI are in a race against the clock. Experts are saying the conditions for another global pandemic are actively building.

This week also marks the 10th anniversary of the World Humanitarian Summit, and the sector is using the moment for a serious reckoning. A bold new blueprint is on the table: one UN agency, independent financing, and enforcement mechanisms that actually have teeth. Two articles this week ask the question the sector keeps avoiding: ten years on, what blocked reform then, and what makes anyone think this time will be different? It seems that Humanitarian Reset preserves its heat.

South Sudan is at a breaking point, Médecins Sans Frontières (MSF)‘s new report documents violence, healthcare attacks, rape, and hunger in the same breath. In Lebanon, paramedics are saying goodbye to each other before every shift. In Gaza, the World Bank is writing nutrition recovery guidance while funding shortfalls go unresolved and Palestinian civilians live under daily violence on both sides of the Green Line.

At WHA79 in Geneva, African countries are pushing back on health data extraction as US bilateral deals reshape who controls what. The ‘America First’ health strategy is dividing the room. And the International Energy Agency (IEA) chief warned this week that the Strait of Hormuz crisis could push oil markets into a red zone by summer, the conflict’s quiet economic reach keeps expanding.
