The Friday Humanitarian Scan #16

The Friday Humanitarian Scan for 11-17 April 2026 covers 68 articles from 9 sources, with a fragile but significant LebanonIsrael ceasefire dominating the week after 46 days of intense bombardment killed more than 2,000 people and displaced over a million civilians across the country. In Gaza, UN Women put into numbers what many have struggled to articulate; more than 38,000 women and girls have been killed since October 2023, the highest toll recorded in any conflict in the Palestinian enclave. Sudan quietly entered its fourth year of war this week (the UN described it as an “atrocities laboratory” at the Berlin conference) as foreign ministers gathered while the world’s largest displacement crisis continues to be met with near-total global inaction. Beyond the Middle East, almost 900 Rohingya refugees were reported dead or missing at sea in 2025 alone, Somalia is facing school closures and mass displacement driven by drought, and flash floods in Afghanistan have killed hundreds and destroyed thousands of homes. On the development side, the World Bank/IMF Spring Meetings set the tone for a sector in transition; the DFC is moving toward larger, riskier deals, the EIB is calling on multilateral banks to cut red tape, and a new development cooperation coalition held its first meeting in Washington.
